Toledo City: Cebu’s Western Superpower

This weekend, the family decided to head West to the beautiful City of TOLEDO. Toledo City is one of the ‘founding cities’ of Cebu. It is also an integral part of Cebu’s early boom a few decades ago due to the operation of industry giant Atlas Consolidated Mining and Development Corporation. Enjoying its 2nd class status, Toledo benefited much from Atlas’ success. For a time, citizens of Toledo enjoyed the vast income generated by the company. During that time, basically EVERYONE in Toledo worked for Atlas. Even residents from nearby municipalities like Balamban, Lutupan and Asturias were on Atlas‘ payroll.

Then, in 1994, Atlas announced that it would go on a “care and maintenance scheme” and operation would have to be suspended (although key managerial positions were retained). They said that it was due to an unusually huge typhoon which flooded the copper mines resulting in delays. With Atlas’ closure, huge numbers of families were displaced and a state of ‘panic’ struck Toledo. Most families moved to Cebu City and other neighboring cities and towns.

Today, no more (or very little) trace of Atlas’ shutting down can be observed in Toledo. Business is back (as well as its residents) and the city is booming once more. According to analysts, no sudden economic crisis could bring Toledo City down (even Atlas’ closure). They say that the ‘drought’ that ensued after Atlas’ move was due to panic and not the city’s capability per se. Another reason they pointed out is that Toledo is the only westbound city in Cebu. The rest – Danao, Mandaue, Lapu Lapu are facing Bohol. With its port situated right across San Carlos City in Negros, and in between all western Cebu towns, there was no way that Toledo would drop to its knees.

The Toledo City market is looking pretty clean and organized. I have to commend Toledo City for keeping everything in order. Well done!

    few people in luyang carmen, work there before. of course they fell rich, sending there children to private school. i wish someday i can tour around cebu………. cheers

  5. nindot na diay ang dalan padulong sa Toledo, gone where those days nga grabe ka labaong intawn…but it’s nice, Toledo bounces back after years of lagging behind from other cities…unsa may kalihukan (economically) sa Toledo karon? murag naa naman daw company mo operate sa atlas? i might be wrong . . . and also ang Toledo is the gateway for those who wanted to go to Negros, specifically San Carlos City which is atbang ra sa syudad sa Toledo……

    The road from Cebu to Toledo is fantastic now, we can hire a taxi home no problem.

  7. I am a former Atlas Mining employee., the first Company I was employed after my Engineering Graduation from (CIT). I am a native of Matab-ang, Toledo city now permanently residing in Muntinlupa after a long streched of work From Atlas to Manila to Jeddah S.A., the Emirates, back to work in Managerial work in Manila. Now I am a retired Electrical Engineer. I wish to know the progress of Atlas Mining as I considered it as the first Company that molds me to what I was now. While in K.S.A. I was able to help few former Atlas employees to work with Marine Transport International in Jeddah. and when I came back working as a Manager in Batangas Power Corporation I also have few former displaced Atlas Mining employee in key engineering positions in BPC. BPC was also closed after the BOT contract and the last company where I retired. I wish to know and say hello to these people and hope to see them one day.

Didto ko natawo, nag dako, nag tu-on sa Andres Soriano Memorial School gikan Kinder kutob sa paghuman sa 4th yr high school (wow, a loyalty awardee). Nindut ang Lutopan ug Toeldo oy. I remember the beaches — Tajao, Louie I, and Louie II. Naa pa kaha to sila?

  10. i have seen toledo during the glory days of atlas, i’ve also seen toledo during the gloomy days following the atlas shutdown and i’ve seen toledo rise again from from that gloomy era. it may be a long shot from that glorious atlas days but things are starting to brighten up, not only in toledo and balamban but the whole western seaboard that comprises the 3rd district of cebu.
    as a proud toledano, toledo city does not easily go down on it’s knees.

  13. It is nice to read this article and the written comments after it. I visited Lutopan when I was in high school in CIC (1976-77). I had friends there who went to school in Andres Soriano— and their parents worked at ATLAS mining. They were the friends I met during my girls scouts/boy scouts jamboree. I remember spending time with them in the clubhouse. When I left for the USA in 1977, I lost contact with them. If anyone out there knows where the Francisco Family are now and how I can get in touch with them, please let me know. The 2 kids that were my friends were Malyn and Ramon Francisco. I know it has been a long…long time but it would be nice to hear from them again. I always wondered what happened to them since I left for the US. Thanks

  14. Hi Suzanne. I am a product of ASMS. I used to be a PI girl scout too and I was in 6th grade during 76-77 and still could recall joining a jamboree in the Capitol Hills.
    The ASMS alumni association has a website wherein one could be updated with all the circas(70 down to the present) survivors, reunions and all goings-on. The mestizo Franciscos (the most famous of siblings I bet and still very visible in ASMS and ATLAS gatherings) are mostly in the PI. As I’ve read from the blogs, Malyn is in Cebu, Ramon is in Mindanao (or was it another brother?)

    I went home to Cebu last year for the 1st time after over 20 years of being here in the states for my CIC reunion. Being reconnected with my classmates, I realized how much I miss my high school friends.     ASMS is located in Lutopan. From a La Salle Affiliate, it has now finally become a district school, De La Salle Andres Soriano Memorial College, otherwise known as DLSASMC.

    And Atlas Mining Corporation is now almost back up on it’s feet again, but running in another name, the Carmen Copper Corporation.

  19. dugay mi puyo sa Lutopan since my father worked in Atlas also diha dyud ko nag elementary sa P Del Rosario Elem. School and DASES then we moved to Balamban. ka worked pod tawon ko sa Atlas kadali then nag abroad ko last 1986, hangtud karon dia pa tawon ko sa Saudi Arabia. Nindot pa gihapon ang Lutopan maayo na kaayo ang dalan. makuha ra nako ug 40 min from Minglanilla to Balamban. So sa tanan nga lutopan ako mga kaila nga diha musta mo diha ilabina sa taga Das Villages ug taga Das llafo musta mo tanan am sure naa pod tagdan nga sa abroad pod ila work.

Junaxx i think sa bloke mo na maligya sa una sa iskina cantabaco….bibo na pud bya ang cantabaco, naa na ta new parish dapit sa silangan sa may spring park kurbana padulong sibagay…its the very first parish for the first visayan saint pedro calungsud…..we need funds in constructing this great feat. we have a very nice location with the view of the pang pang and mount uling.

  25. dakong atlas man pod tawon ko from birth to till i was 10 years old. naa mi sa horseshoe drive gapuyo sa compound, across sa among balay cila Francisco, akong ninang sa bunyag c MRs. Francisco. bulahan pa kaayo tong atlas adtong panahona. akong papa engr sa heavy equipment, akong mama public school teacher sa DAS. niadto ko sa lutopan in 2004 cz i have to get my baptismal certificate (which was required for my wedding) from the church where i was baptized sa lutopan, mingaw na man ang lutopan. nostalgic kaayo ang akong pamati pag-adto nako. nibalik akong mga good (pati na ang bad) memories sa akong pagkabata, kadtong bulingit ug kutuon pa tawon ko ehehehe.

  28. Thanks be to God, i found the love of my life…my native place. It is a place so simple, you can eat the food you want and can meet people with big smiles. I believe in the power of smile…why not try it. You can only find that to the place where I belong…TOLEDO CITY…But it could have been better if the Church of Toledo that is SAINT JOHN OF SAHAGUN PARISH will be presented also here…Its a nice thing also.

  29. Thanks for the nice pictures, ley. I will be having my vacation in toledo city (my hometown) this april 28 – march 08. Mamista sad ko sa akong tita sa Malabago, Badian duol lang sa matutinao (Deluvio clan). Thanks sa long- term vacation bid na nakuha nako from work. hehe… Dire nako nag work sa manila since august 2005 kay naa man gi-offer ang akong IT Manager sauna na IT post, in short gi pirate ko sa akong former boss pero naa nako ron nagwork sa usa sa mga callcenter sa manila. Super excited na q mouli diha sa akong lugar natawhan. Ang akong papa nagwork sad diha sa ATLAS sauna from late ’70’s to early 90’s. Ang dili nako makalimtan saun na magpahilanat dayon mi sa akong mga igsuon para dal-on dayon mi ni papa ug mama sa “recreation” sa may sangi siguro to kay libre man tanan didto..lolz…… Gimingaw na kaayo ko diha sa toledo oi bisan twice a year ko mag-ulian diha pero iba jud pag hometown nimo compare asang lugar. Kita-kita nalang puhon diha sa cebu ug sa toledo. Once again, ley kudos to your nice photos! 🙂 Most of your photos pala naadtuan nasad nako. hehe… hope to meet you in person.     I was responsible for establishing the barge route from San Carlos to Toledo by LCT Charliehorse when I proposed the use of Shell Cebu’s LPG lorry truck to be used in Bacolod, in 1982 on a weekly bases. Today, there is still the barge route and no more LCT Charliehorse.

    Can’t help to feel nostalgic as i browsed the pics and the comments.
    I’ve also was once connected with Atlas Mining where my office and administrative acumen was honed in its Personnel Dept. and later after graduating from USJ-R, joined ATLAS again in its Staff Clubhouse operations. Those were the heydays of Atlas and those will forever be a contributing factor to what I have become today as I sit in my office here in Doha, Qatar.
    Childhood memories, high skul life, social orgs – been there and done that in Lutopan.

    I wonder kaha in the future kung tunnel na mismo mag connect sa Negros Oriental ug Cebu via San Carlos ug Toledo entry/exit points.

  48. I have to say, you did an awesome job, leylander!!! I enjoyed looking at the photos, and reading the story behind them. You’re not only a good photographer, but a great storyteller. You give life to those pictures you took. I haven’t been in Camotes though my late husbands’ ancestors are native in Poro. I never really think of visiting the place until now that I saw these beautiful pictures. Thank you for sharing and more power to you and your companions!!!

  49. Gone are the days when we people from Toledo City area, specifically in Lutopan experienced the bountiful and luxurious life of ATLAS. My father used to work there but since the company ceased operation we have to move here in Cebu City and I have to transfer school. At those times we were able to commute bus ” paray ” for free. We used to watch movies every Friday night and Saturday night at the Recreation Center. We used to play basketball and bowling as well. It’s worth reminiscing! I studied at ASMS La Salle and it was the best school for me. It’s nice to hear that ATLAS is back to it’s operation. More updates please. Thank you and Godbless!

  52. Just returned (Nov. 15, 2010) from Toledo to visit my wife’s fam in Tubod. Great little town. New market is very nice, Gaisano Metro a great new addition. Fun beach area, park, barbecue stalls, good people. Hope for future: sewage-line improvement in port/market area. But this is bound to happen eventually. GO TOLEDO!

Tinatawagan po ng pansin ang mga lahat na nakakilala kay Benito Andres Abbear na ang kanyang asawa ay si Mrs.Hannah Abbear na kasalukuyang nakatira sa Toledo City.na ipag bigay alam lang po sa aking email add.dahil po matagal na naming hinahanap si Mr.Abbear dahil,maypapanagutan ho siya sa aking pinakamatalik na kaibigan na sa ngayon ay nasa kanilang bahay na butot balat nalang dahil po ay nasisiraan ng pagiisip,kasi po niloloko po siya ni Mr.Benito at pinangakuhan.yon pala ay may asawa.kung saan kaman Mr.benito Abbear,sana naman makonsenya ka sa iyong kagagawan.walang awa ka,manloloko ka,kaya po kung sino man ang nakakilala sa kanya ipagbigay alam lang po sa aking email.Pinaalala ko lang sa lahat ng kababaehan na hwag kayong magpapaloko sa lalaking ito,at baka isa kayo na maging lokoloko.
